The Horn Report (September 2009)
Meeting the Challenge: Enhancing Sustainability and the Patient and Consumer Experience within the Current Legislative Framework for Health and Disability Services in New Zealand, Report of the Ministerial Review Group, is also known as The Horn Report.
Many of the recommendations from the Ministerial Review Group looking at quality and performance in the public health system are being implemented.
The NZHHA will be working as closely as possible to ensure the recommendations relating to aged care and disability are effectively implemented.

Older People and DHB Issues
Multiple and inconsistent purchasing arrangements between funders results in poor use of public resources. The NZHHA seeks greater consistency between all funders, including DHBs.
We have distributed a paper entitled A Sustainable, Cost Effective Model for Older Persons' Home Based Health and Disability Services. This was sent to the Minister of Health, the Ministerial Group looking at quality and performance in the public health system, DHB Chairs and DHB CEOs.
The Ministry of Health continues to consider issues regarding services for older people.
